Donald Shoup

Donald Curran Shoup (1938–2025) was an American economist and research professor of urban planning at the University of California, Los Angeles. A noted Georgist, he is best known for his 2005 book The High Cost of Free Parking, which examines the negative impacts of off-street parking requirements on land use. In 2015, he received the National Planning Excellence Award for a Planning Pioneer from the American Planning Association.
